I don't know when Quentin said or wrote this. My hunch is that as he wrote it he had in mind the media hot air around the 1967 change in English Law re homosexuality vs his personal experience of hostility which he had experienced as a homosexual, and the dishonesty around that violence. http://en.wikipedia.org/wiki/Timeline_of_LGBT_history_in_Britain lists British Laws regarding homosexuality since Roman times.
